The CSO Partnership for Development Effectiveness (CPDE) has issued a detailed response to the first draft of the outcome document for the upcoming 4th International Conference on Financing for Development (FfD4). While welcoming stronger language on aid quantity and effectiveness, CPDE argues the draft remains insufficient to meet the scale of today’s global challenges. It calls for recognition of the unmet USD 7.1 trillion ODA commitment as a debt owed to the Global South, and demands that future aid frameworks ensure transparency, binding targets, and alignment with poverty eradication and equity goals. CPDE also advocates for legally binding mechanisms to enforce development commitments, differentiated humanitarian and climate finance, and a revitalised effectiveness agenda anchored in inclusive, rights-based, and locally-led development. The statement emphasises the need for increased donor support to civil society’s monitoring efforts and calls for robust participation in global accountability frameworks such as GPEDC.
