The AidWatch 2019 report focuses on the concept of ‘leaving no one behind’ as introduced by the 2030 Agenda for Sustainable Development, and how this can guide decisions on financing for development. Part One gives an overview of development policy and financing trends at European level and analyses whether European aid is Enough, employed correctly, Effective and Equality-focused, compared with the objectives, international standards and principles of official development assistance (ODA).
