Worries are mounting over the future of the EU’s Citizens, Equality, Rights and Values (CERV) programme, the only EU funding instrument explicitly designed to support civil society. As discussions on the post-2027 Multiannual Financial Framework begin, there is growing concern that CERV could face cuts, absorption into broader programmes, or be sidelined in favor of less targeted funding streams. Civil society actors warn that without a dedicated budget line, the stability, predictability, and long-term planning capacities of organizations—especially those working on human rights, democracy, and inclusion—will be severely compromised. The current architecture of the CERV programme, while impactful, still struggles with accessibility for smaller CSOs and lacks clarity in governance. In light of these risks, Civil Society Europe has issued a public statement calling for a reinforced and distinct funding mechanism for civil society beyond 2027, warning that the credibility of EU support for democratic values is at stake.
