The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announced an open competition for organizations interested in submitting applications for a mechanism that will respond to evolving opportunities and threats to the protection and advancement of the fundamental freedoms of association, assembly, expression, and religion. DRL anticipates having USD 2,970,297 available for one successful application submitted, which is exactly how much the applications should request. Co-financing is not an eligibility requirement. Applicants should include an anticipated start date between January 2016 and April 2016. Typical periods of performance for new DRL awards are between one to three years.
