The Expert Council on NGO Law of the Conference of INGOs has launched a new study on “Recent national developments that actually or potentially undermine the ability of NGOs to operate”. CSOs across Council of Europe member States and Kosovo are invited to contribute by filling out a short questionnaire on the situation in their country. This new study builds on the Expert Council’s 2024 report on the Stigmatisation of NGOs in Europe, which documented widespread threats to civic space, from smear campaigns and discriminatory restrictions on NGOs advocating for the rights of vulnerable groups, to increasing limitations on access to funding. The current initiative will focus on financial and regulatory changes that have emerged since then, further affecting NGOs’ ability to operate freely and effectively.
