Public procurement represents around one third of global government spending, totaling an estimated 10 trillion dollars annually, yet most procurement data remains inaccessible or difficult to analyze. Only a small share is published as open, machine-readable data, limiting the ability of journalists, civil society, and oversight bodies to identify corruption risks. This lack of transparency is a major concern in a sector where an estimated 20 to 25 percent of public contract spending is lost to corruption worldwide. The HackCorruption program has developed an AI-powered contract summary and analysis tool designed to make public procurement data easier to use. The tool was developed following repeated challenges identified during HackCorruption hackathons in Latin America, Southeast Asia, and the Balkans, where public procurement data is often incomplete and fragmented, making manual analysis slow and resource-intensive and underscoring the need for AI tools that can improve transparency and support civil society oversight.
