The European Commission has warned that Bosnia and Herzegovina could permanently lose 373.9 million EUR under the EU Growth Plan for the Western Balkans unless it accelerates implementation of the required reforms by 31 December 2026. Following the 4 October general elections, the Commission called on the country’s authorities to restore reform momentum and advance its EU accession process. Although the European Council agreed to open accession negotiations in March 2024, the first intergovernmental conference has yet to take place. Key outstanding steps include adopting legislation on the courts and the High Judicial and Prosecutorial Council in line with European standards, as well as appointing a chief negotiator. Bosnia and Herzegovina remains eligible for up to 976.6 million EUR under the Reform and Growth Instrument, following a 10% reduction in its indicative allocation in 2025. Access to these funds remains conditional on implementing the agreed reforms. Read more here.
