BCSDN has prepared an analysis of the annual European Commission Enlargement Package for the 12th consecutive time. The analysis, set against the Monitoring Matrix, reflects on EC’ assessment of the progress made in the area of civil society development and dialogue with public institutions in Enlargement countries. This year, the Enlargement package comes at times of a critical standstill of the enlargement process. The country reports, at times, present a bleak assessment or omit developments that have been vital for civil society and its development, even in cases where CSOs have been vigorously advocating on both national and international level. The lack of systematic way of reporting on civil society is again evident. Despite the EC having a clear and comprehensive framework for civil society development (the Guidelines), this has not been consistently reflected. Read more here.
