The analysis prepared by MCIC provides a brief overview of the origins of the idea to create the Council, the formation of the Council, and its functioning until the end of 2022. Particular focus and detail are given to its functioning in 2022 and the implementation of the Council’s Work Program for 2022. Despite the significant role of the Council in the development of CSOs, due to reduced collaboration between the Government and CSOs, and the Government’s adoption of decisions that nullify the Council and its function, the Council members from the CSO sector began to boycott the work of this body in March 2022. It is especially important for civil society organizations and other affected parties to become acquainted in detail with the boycott of the Council’s work by members from CSOs, which began in March and continued into 2023.
